New York has more oil-heated homes than any other state: 1,143,783 by the Census Bureau's 2024 count, 15 % of occupied homes. In the EIA's survey of October 19, 2026, heating oil averaged $6.417 a gallon in the state, 2nd of 21, and propane $3.727. New York also runs its own weekly survey through NYSERDA, region by region: this week the dearest region for oil is New York City at $6.590 and the cheapest Capital District at $5.280. Over a normal winter of 4,837 heating degree days, weighted toward the downstate population, the EIA's average oil home would burn about 449 gallons, which is $2,879 at the state average. Prices in both surveys exclude sales tax and any delivery fee, and a dealer's quote can sit above or below either average.
Two surveys, one state
The EIA figure on this page uses the same method as every other state, so it is the one to compare New York with New Jersey or Connecticut. NYSERDA's figure, published on the state's open data portal, splits New York into regions whose prices differ by much more than the gap between neighboring states. A household in New York City and one in Capital District paid $1.310 a gallon apart in NYSERDA's latest survey, $262 on a 200-gallon delivery.

The EIA record for New York
Last winter New York's heating oil averaged $4.373 from November to March, between a low week of $3.830 and a high of $5.914 on March 23, 2026. The highest week since 2013 was $6.417. The EIA's wholesale price for New York this week, $5.353, leaves a dealer spread of $1.064.
Propane in New York
370,910 New York homes heat with propane, 4.7 % of the total. The EIA's propane average for the state ranks 10th of 38 this week; its wholesale figure is $1.412. For a propane household, the lock-in check replays every winter since 2013-14 against a dealer's fixed price, and the LIHEAP page gives the income ceiling for heating help, $82,230 a year for four people in New York.
The New York winter, month by month
NOAA's population-weighted normals give New York 679 heating degree days in November, 1,207 in January and 892 in March. Because most New Yorkers live downstate, those figures understate the cold of the North Country and the Southern Tier, where the same house burns more oil. A household with its own delivery tickets should use those gallons in the winter budget rather than the state average, and check the next fill with the tank fill calculator at the regional price.
